use_of_funds
The spending categories a notice names — what the money is for, never what it is not for.
use_of_funds records the categories a notice says its money may be spent on.
It is shown under What can the money be used for?
It records permissions, not prohibitions. Most notices state prohibitions in prose, and a prohibition column that was blank on the majority of records would read as "nothing is prohibited" — which is the wrong default on exactly the facts where being wrong costs most.
Line-item cost tables, where a programme publishes one, are not parsed into the record. That is stated on the record page rather than left to be discovered.
Shown as: a list of categories. When absent: Not stated, never an empty list. An empty list reads as "no restrictions", which is a claim no notice made. See also use of funds and allowable cost.
