The date the source itself posted the notice.

posted_at is the source's own posting date for the notice.

It is separate from first_seen_at, which is when the notice reached us. A record posted long before we connected its feed has an early posted_at and a late first_seen_at, and merging the two would either overstate our coverage or understate the programme's age.
