elig_entity_types
Which applicant classes a notice names, mapped into one vocabulary only where the mapping is honest.
elig_entity_types records the kinds of applicant a notice says may apply.
The stored values are the source's own words. The grouping into nine applicant classes — nonprofit, higher education, K-12 and school district, state and local government, tribal, business, individual, open to any applicant type, and other — is ours, declared in one place so it can be read and argued with rather than living in six components.
Where a source category has no honest home in that vocabulary, it stays unmapped rather than being forced into the nearest one. A wrong mapping puts a record in front of someone it does not fit, which is worse than a missing filter.
Wording the vocabulary cannot express is kept in elig_note.
