deadline_note

deadline_note holds what a source said about its deadline beyond the date itself.

Two-stage processes are the common case: a letter of inquiry date weeks before a full proposal date, a pre-application, a concept paper. A single timestamp cannot express that, and a calendar built on the later date has already missed the programme. The note carries the source's sentence so the structure survives extraction.
