The smallest award a programme expects to make, where the source published one.
amount_min is the award floor: the smallest award the programme says it
expects to make. It is captioned Award floor on a record.
Most notices publish no floor. Where none is published, the field is empty and the record prints Not stated — we do not infer a floor from programmes that look similar, and we do not fill it with zero. A zero here would say the programme expects to make awards of nothing.
A floor and a ceiling render as a range only when both are stated. One endpoint alone renders as one figure plus Not stated, never as a range with an invented end.
