elig_note holds eligibility language that does not fit any of the structured eligibility columns.

Almost every notice has some. A partnership requirement, a designation test, a prior-award restriction, a registration condition — these are real eligibility rules and none of them is an applicant class, a state or an industry. Dropping them for not fitting would lose the part of the eligibility section that most often decides the outcome.
