open_at
When applications open, where a source publishes an opening date.
open_at is the date a programme begins accepting applications. It is
published far less often than a deadline, and it matters most on forecasted
opportunities, where it is the only date there is.
The pair of open_at and deadline_at
describes the application window. Neither describes the award window: we do not
derive a project start date from an application date, because that would be a
date nobody published.
