Whether the deadline is fixed, rolling, or absent — stored separately from the date itself.

deadline_type says what kind of deadline a programme has: a fixed date, a rolling intake, or none stated.

It is a separate column from deadline_at because the two answer different questions and a single nullable date cannot express both. A rolling programme has no date and is open; a programme whose notice states no deadline has no date and tells you nothing. Collapsed into one empty date field, those two look identical.
