is_reimbursement
Whether the award pays after you spend rather than before.
is_reimbursement records whether an award is paid in arrears — you spend
first and are repaid against receipts.
It changes the cash requirement of an award more than any other field. A $500,000 reimbursement grant requires an organisation that can carry $500,000 of spending before the first payment arrives, and for many applicants that is the difference between an award they can accept and one they cannot.
Known limitation. This flag currently defaults to "not reimbursement" when a source says nothing, which means no and the source did not say are stored as the same value on this one field. That is the trap the three-state rule exists to prevent, and it is written up as a data gap rather than quietly carried. Until it is fixed, treat an unmarked record as unknown and read the notice.
