amount_note
The source’s own wording about an amount, kept verbatim beside the number.
amount_note holds the sentence a source wrote about its own figures, in the
source's words.
It exists because the qualification is frequently the most important part of an amount. "Approximately $55 million of this is carry-over", "cap $750 per cow", "subject to appropriation" — each changes what the number means, and none of them survives being folded into an integer.
Nothing in this field is paraphrased. Where a note is long, it is shown long.
Shown as: a note beside the amount block. When absent: nothing renders. An empty note is not Not stated, because a source that qualified nothing has not withheld anything.
