The rate is the easy part. The base is where budgets go wrong: modified total direct cost excludes equipment, participant support, tuition remission, rental costs, scholarships, and the portion of each subaward above $50,000 — per subaward, not in total.

How to use it

Enter direct costs. The total direct cost of the project, before any indirect is applied.
Set the rate. The de minimis rate under 2 CFR 200.414(f) is 15%. If you hold a negotiated rate agreement, enter that rate instead.
Itemise the exclusions. Each exclusion comes out of the base. Subawards need the count as well as the total, because the $50,000 threshold applies to each one.
