Registration lead time
How long it takes to become able to submit at all — entity validation, portal accounts, authorised representative roles. On federal programmes it is measured in weeks, and it is the most common reason a viable application is never filed.

In detail
The steps are sequential rather than parallel: an identifier before a registration, a registration before a portal role, a role before a submission. Each waits on the one before it.
Renewals lapse annually and lapse quietly. An organisation that applied last year is not necessarily able to apply today, and the discovery is usually made in the portal on the afternoon of the deadline.
Against the deadline
`deadline_at` is when a submission is due. Registration lead time is how much of the intervening period is unavailable for writing. A record with a deadline four weeks away can be effectively closed to an unregistered organisation, and no field says so — which is why the entry exists and why the honest thing is to say it in a definition rather than to invent a readiness flag.
