A single organisation applying across federal, state and foundation programmes will hold accounts in a dozen unrelated systems, each with its own registration, its own roles and its own outage windows.
Portals also impose limits the notice does not mention: file types, attachment counts, field lengths. Discovering them at submission is a common and avoidable failure.

`source_url` points at the page the record was built from, which is the notice. That is frequently not the submission system, and we do not conflate the two: a link that promised submission and delivered a description would be worse than a link that says what it is.
