Federal financial report

The standard form on which a federal recipient reports what it has spent, obligated and received on an award. It is due on a schedule set by the award, and a late one can block drawdowns on every award an organisation holds.

In detail

It asks for cash received, expenditures, unliquidated obligations and, where applicable, cost share and programme income. The unliquidated obligations line is where most errors appear, because it requires knowing what has been committed and not yet paid.

The final report is part of closeout and is what starts the record retention clock.

Against a performance report

A financial report says what the money did. A performance report says what the project did. They are separate documents on separate schedules and satisfying one does not satisfy the other. Neither exists on an opportunity record, because both belong to an award already made.
