What the fold does and does not do

Casing and spacing are folded, because a difference in capitalisation is the only difference this layer can be certain is not a difference in meaning. Nothing else is. Two grantmakers writing the same idea in different words stay two topics, and deciding they are one is a vocabulary decision rather than a display one.

A use of funds value says what a notice states the money is for. It does not list what the money may not be used for: most notices state prohibitions in prose, and a prohibitions field blank on the majority of records would read as "nothing is prohibited", which is the wrong default on exactly the facts where being wrong costs most.
