How local government handles reimbursement cashflow
For a public body, reimbursement is not a cashflow inconvenience. It is an appropriation that has to exist before the money arrives, approved by people who will read what you wrote.
What goes wrong
A reimbursement programme requires your budget to carry the full cost first. That is a decision on a slower calendar than the application, and it is the binding constraint.
Where a source did not state whether an award is reimbursement, we show “Not stated”. A paper that resolves that silently — in either direction — is a paper with an unsourced claim in it.
Between your reading and the committee date, a notice can move. What makes your citation defensible is that it names the source page and the date it was checked.
What to do instead
Treat the mechanism as an appropriation question and carry the source link and check date into the paper. We can make each claim in that paper traceable to a funder’s page on a stated date — we cannot make the appropriation easier.

Establish the mechanism before the item reaches an agenda
Reimbursement changes what is being approved. Discovering it after approval means going back, which costs a cycle.
Write unstated fields as unstated
It is a defensible sentence in a public document and the alternative is not. “The notice does not state the mechanism; officers have asked the agency” survives review; a guess does not.
Cite the funder’s page, with our check date beside it
The official page is the authority. Our date tells a reader how recently the copy they are reading was confirmed against it.
Re-check before the vote, not after
One click per item. A record whose verification date is old is not a closed programme — it is one we have not looked at lately, which is a different thing to say in a paper.

We publish the mechanism where the source stated it, and “Not stated” where it did not. We do not infer it from programme type.
What if a programme changes its terms after we apply?
Our record shows what the source said on the date we checked. That dated reading is exactly what a paper needs when terms move, and it is why the date is printed rather than implied.
