Applicants must be alumni of U.S. government-funded or sponsored exchange programs. Project teams must include at least two alumni. U.S. citizen alumni may not submit proposals but may participate as non-lead team members. Teams may include alumni from different programs and countries. Only exchange alumni or alumni associations may apply as lead applicants; NGOs, think tanks, and academic institutions may serve as partners but cannot apply as lead organizations. All project activities must take place outside the United States and its territories. Proposed projects should target primarily Latvian audiences. Applicants are only allowed to submit one proposal.
